To be more specific, anyone that's very experience with Tumblr or whatever code they use for their theme?
I'm looking for someone to help me build a custom theme or rebuild from an existing one, etc. If there's any freelance programmer or anyone that's experience with it that can help lemme know! Thanks!!
Tumblr is great to use =] I use it, and there are free themes, it's still using html and css, with some of its own coding but the coding has a resource so you can follow if you want to change it to your liking. Anyone with some web development experience should suffice, don't really need a programmer.
I know web scripting (which is what you're looking for). Do you have any examples of blogs that you like the layout on currently? It helps to know what you like before you start scripting.
if your looking for to do something more like a place to display artwork and do blog, or any combo in between, wordpress is the way to go. there's plenty of free themes to go off of. maybe the only down side is there is more flexibility i think if you are hosting it your self. let me know if you have any questions about it. i've modified plenty of themes to get the desired result, so customizing is not an issue.
hmmm good point... well actaully i'm like a total blog newbie, and tumblr was just super simple and straight forward. What's the biggest difference between the 2?
There are actually several major differences, but a lot of it is from a programming/back-end perspective. As an end-user, most people won't notice any of the differences. What is it that you're trying to do with your blog?
The reason I would recommend WordPress is purely from a resource point of view. I read in a recent article that 8% of all websites on the internet is running on WordPress. That's nearly 1 in every 10 sites, which kinda gives you an idea of how much resource there will be for WordPress. Of course, quantity doesn't equal quality, which goes back to the point of what you want the blog for? Also, how much modification are you looking into for your blog? Do you want to use premium themes? Do you want to design your own? Or do you just want to use the default theme or a free theme?

But it all depends on what you want.
I just used a simple one.
[link] (it's on wordpress forum, so take it with a grain of salt, and it's a bit dated, but the responses do provide plenty of good insights)
[link] (much more recent, and provides very good breakdowns in my opinion)

Feel free to drop me a note!
